Principles of editorial ethics

1. General provisions

The Editorial Board in its activities adheres to the principles and requirements of the following organizations:

2. Rights and responsibilities of the Editorial Board

The Editorial Board is fully responsible for any material, except advertising materials, and therefore in its activities the Editorial Board assumes responsibility for compliance with the ethical principles towards:

  • Journal’s readers;
  • authors of articles;
  • objects of studies;
  • organizations sponsoring studies and publications;
  • peer-reviewers of publications.

Editorial Board responsibilities to the reader

  • the Editorial Board guarantees to the reader that the information published in the Journal is authentic, unbiased and not engaged by interest of advertisers or other organizations;
  • the Editorial Board provides the reader with the information about the authors of the materials published and facilities wherein the study was conducted;
  • the Editorial Board informs the reader about participation of commercial organizations and their role in conducting studies or preparation of publications and about any other conflicts of interest which may influence the results of the studies;
  • the Editorial Board considers complaints from the readers regarding the published materials and notifies them on the measures taken;
  • if necessary, the Editorial Board publishes clarifications and apologies to the reader;
  • if errors are detected, the Editorial Board takes appropriate measures aimed at correcting or eliminating them;
  • the Editorial Board is obliged to make every effort to prevent compromising intellectual and ethical standards by business interest;
  • the Editorial Board is not responsible for the content of advertising materials published in the Journal, since it does not take part in advertising and exhibition activity of the «GEOTAR-Media» Publishing Group;
  • advertising materials on the pages of the Journal are published according to the advertising policy of the «GEOTAR-Media» Publishing Group.

Editorial Board responsibilities to the authors

  • the Editorial Board has the right to accept articles to be published in the Journal or reject them, based on the conclusion of the peer-reviewers on current importance, original nature and reliability of the information contained in the article and its compliance with the Journal’s subject area and principles of the editorial ethics accepted in the Journal;
  • articles are reviewed according to the procedure adopted in the Editorial Board;
  • authors may get acquainted with the procedure of peer-reviewing at the site of the Journal “Angiology and Vascular Surgery” in the Internet;
  • the conclusion of the Editorial Board is drawn up in writing and may be provided to the author on request;
  • members of the Editorial Board should not be interested in accepting or rejecting an article, in case of revealing a fact of malpractice of an Editorial Board member, he/she is suspended from work in the Editorial Board and apologies are brought to the author in a written form;
  • articles are accepted only in case if there are sufficient facts in favor of accepting for publication, and rejected only in presence of sufficient reasons favoring rejection;
  • authors are notified of the reasons for article rejection and are given recommendations on correcting them;
  • authors are provided with the information concerning the rules of drawing up and submission of articles for publication, which are available in the Internet at the site of the journal “Angiology and Vascular Surgery”:
  • the Editorial Board ensures copyright compliance while considering the application for publication;
  • the Editorial Board has the right to withdraw an already published article in case of disclosure of facts unknown during reviewing.

Editorial Board responsibilities to objects of studies

  • The Editorial Board is guided by provisions laid down in the Declaration of Helsinki on Ethical Principles of Medical Studies approved by the World Medical Association (WMA) in 1964 and revised at the 64th Congress of the WMA General Assembly in 2013. http://www.wma.net/en/30publications/10policies/b3/;
  • The Editorial Board checks for the presence of an ethics committee conclusion on carrying out a study to be published.

Editorial Board responsibilities to organizations sponsoring studies and publications

  • The Editorial Board is obliged to publish the information about commercial organizations having financially supported a study or publication.

Editorial Board responsibilities to peer-reviewers

  • The Editorial Board ensures objectivity and unbiased work of reviewers, timely detecting cases of infringement and taking measures aimed at elimination thereof;
  • the Editorial Board draws up a decision to accept or reject an article, based on the reviewers’ conclusion;
  • the Editorial Board does not accept an open system of peer-reviewing, thus ensuring anonymity of the reviewers;
  • the reviewers should inform the Editorial Board on their conflicts of interest.

3. Authors’ rights and responsibilities

  • Submitting an application for publication in the journal “Angiology and Vascular Surgery”, the authors should confirm that the manuscript is drawn up in accordance with the requirements published in the Internet at the site of the journal “Angiology and Vascular Surgery”;
  • authors should comply with the legislation of the Russian Federation;
  • authors should understand that their article may be rejected, if the following facts are revealed:
  1. drawing up of the article does not correspond to the requirements published in the Internet at the site of the journal “Angiology and Vascular Surgery”;
  2. author’s refusal to comply with the Editorial Board’s recommendations on eliminating errors in drawing up of the article submitted;
  3. there is a fact of infringement of the principles of the Declaration of Helsinki on ethical principles for medical research, approved by the World Medical Association;
  4. there is no conclusion of the ethical committee on the study whose results are contained in the article;
  5. the article contains plagiarism or false data;
  6. the results of the study have already been published in another publication;
  • authors should provide information on commercial organizations supporting a study or manuscript to be published in the Journal and on any other conflicts of interest which may influence the content of the manuscript;
  • authors have the right to file an appeal against the Editorial Board’s decision regarding the publication.

4. Disclosure of conflicts of interest

If at least one of the article’s authors has conflicts of interest, it should be notified in an accompanying letter.

In accordance with the decision of the Presidium of the Russian Society of Angiologists and Vascular Surgeons, the journal "Angiology and Vascular Surgery" will be named after Academician A.V. Pokrovsky starting from No. 2/2022.
